Washington, October 27, 1914.
Sir: I have the honor to acknowledge the receipt of your letter of October 19, which refers to the letter of the Department of State dated October 10, in regard to the situation of Spanish subjects at Mazatlan, Mexico. It is noted that the Spanish Embassy has made inquiry concerning the welfare of the Spanish Consular Agent at Mazatlan, who has been reported as being under arrest at that place.
I have the honor to invite your attention to this Department’s letter of October 15, in reply to your letter of October 10. In addition thereto, the following information has been received from the Commander in Chief of the U. S. Pacific Fleet:
9 p.m. Saturday, Oct. 24, 14.—Reference Department’s radiogram Oct. 22d, Raleigh reports quiet Mazatlan. No change in conditions and status of Spanish Consul same as reported in my 9 p.m. Saturday, October 10th.
The Commander in Chief’s despatch, 9 p.m., Saturday, Oct. 10th, above referred to, reads as follows:
Spanish Consul at Mazatlan is under arrest, reported cause interference mines operated by Constitutionalists. He has communicated with Spanish Ambassador, Mexico City, who is investigating case.
