The Spanish Ambassador to the Secretary of State.

My Dear Mr. Secretary: The Spanish Minister in Mexico telegraphs me under yesterday’s date that the Constitutionalists who have occupied San Luis Potosi are enforcing loans from the Spanish residents of that town and are confiscating cattle from their ranches with the purpose of exporting it, probably to the United States.

I should esteem it a very great favor if you could exercise your good offices in order to obtain a proper treatment for my countrymen in that town.
