The Spanish Ambassador to the Secretary of State.

Mr. Secretary: I hasten to apprize your excellency that I have received telegraphic instructions from the Government of His Majesty the King, my August Sovereign, directing me to apply to your excellency for your good offices to prevent the Constitutionalists from enforcing the loan of 500,000 pesos they demand of the Spaniards at Tampico.

I am carding out those instructions in asking that you will bring all your influence to bear in order to prevent the consummation of this fresh outrage on my fellow countrymen and I am sure that His Majesty’s Government will highly appreciate such action as your excellency may see fit to take to that end.
