Excellency: I have the honor to acknowledge the receipt of your note of the 12th instant concerning the dangers apprehended by the Spanish colony in the port of Guaymas in case the town should be taken by the revolutionary party. You request that instructions may be issued to the consular officer of the United States at Guaymas to protect the Spanish subjects above mentioned in case it should prove necessary.

I have the honor to say in reply that-according to information received by the Department its consular agent at Guaymas is now in the United States and there is at present no representative of this Department in Guaymas. In these circumstances the Department has communicated a copy of your note to the Secretary of the Navy and has asked him to issue orders to the American naval commander in the waters about Guaymas to extend all practicable and proper protection to the Spanish subjects in that town in case necessity for such protection should arise.
