The Secretary of State to the Spanish Ambassador.

My Dear Mr. Ambassador: I beg to acknowledge the receipt of your note of May 10, in which it is stated that your Embassy is in receipt of a telegram from Señsor Armendaiz, under date of May 9, to the effect that the Constitutionalists at Monterey have forced the representative of his firm in that city to give them a draft of $12,000 on Senor Armendaiz, and that, if this draft were not paid, the agent would be put into the penitentiary.

Upon receipt of your note, I am pleased to inform you, a telegram was despatched to the Department’s special representative at El Paso, instructing him to bring this matter to the attention of General [Page 813] Venustiano Carranza and to use his best efforts to have the latter revoke the order mentioned, thus relieving Senor Armendaiz from the payment of this amount.
