Consul General Hanna to the Secretary of State.
Monterey, April 29, 1914, 6 p.m.
Department’s April 27, 6 p.m.,119 received. On the morning of the entrance of the Constitutionalist army in Monterey, I took occasion to call the attention of some of the generals to the general good behavior and exceptional neutrality of nearly all Spaniards in this locality. The generals informed me that they were glad to know it, and up to now the Spaniards have been respected and are being well treated. None of them have been deported nor ordered to go away but on the contrary are being treated well by all the chiefs the same as all other foreigners. I am confident that all well behaved Spaniards will continue to be treated the same as all foreigners.
