Washington, April 17, 1914.
My Dear Mr. Ambassador: For your information, I beg to advise you that the Department is in receipt of a telegram from its Consul at Chihuahua, Mexico, saying he is informed by General Venustiano Carranza that in territory under control of the constitutionalists all foreign governments must address themselves to him through their accredited representatives, and that such representations should be made to him through his foreign office.
General Carranza has expressed his willingness for this Government to make representations in behalf of the nationals of other governments in sections where such governments have no representatives, provided the governments concerned will request this Government to make such representations.
Whenever requested to do so, this Department will be glad to make representations to General Carranza, as heretofore, in localities where your Government has no representative.
