Sir: The Department has received your despatch No. 508, of September 10, 1914, concerning a special tax of ten thousand pesos imposed against the National Cracker Company, Limited, by General Alvaro Obregon, of the Constitutionalist Army, on July 29, 1914.
The Department approves your action in making representations against the forced loan imposed upon the National Cracker Company, and considers that you would be justified in making such representations on behalf of any company concerning which it is clearly proven that a majority of the stock is held by American citizens. In any doubtful cases, however, the matter should first be submitted to the Department for instructions. I am [etc.]
