The following message was sent to George C. Carothers at Torreon to-day: [Here follows telegram to Special Agent Carothers, May 16, 1914.]
[Page 776]For fear communication may be interrupted between General Carranza and Tampico authorities above telegram is repeated to you. Please call upon the Constitutionalist Commander in authority at Tampico and communicate substance of this telegram. If he has not received instructions from General Carranza since the General received the above telegram, insist on delay until he hears from the General. It is important that nothing shall be done at Tampico that can give just cause for complaint from foreign residents.
