735. Referring to Department’s 618, January 21. Many complaints are coming to this Embassy regarding forced loans upon American citizens. I have already advised Americans more or less in the sense of Department’s 618, January 21, but I have the honor to respectfully suggest that I be authorized to enter a formal protest with the Mexican de facto government in the premises.
