691. Referring to my telegram 638, December 6, I took the matter in question up informally with the Foreign Office dwelling on the unconstitutionality of the threat of confiscation and pointed out that writ of amparo would issue as t result of such action by the State Government. The Spanish Minister informs me that the amount of the tax has been reduced to two and a half per cent, the threat of confiscation withdrawn and a long term of easy payment granted which I trust is a satisfactory solution to the Department.
