Thank you for the offer. Say to the commander of troops in the Parral district that he can not relieve himself from responsibility for acts of men under him. He will be held personally responsible for whatever injury his soldiers inflict upon Americans or other foreigners. It might be well to deliver this message in the presence of two witnesses. Report names of commanders who received the message, their replies textually and the names of witnesses who accompanied you.
