Sir: The Department has received a communication, dated May 5, 1913, from Mr. Frank L. Peckham, attorney at law, of Washington, [Page 759] D. C, saying that the San Luis Mining Company, one of the properties owned by Mrs. Phoebe A. Hearst, having headquarters at Socavon, District of San Dimas, Durango, Mexico, has been forced to contribute the sum of $2,500, Mexican, to the so-called Constitutionalists in that district.

You are instructed to protest unofficially against the action of the so-called Constitutionalists to the Constitutionalist authorities.
