The Secretary of State to the Chairman of the Central Committee of the American National Red Cross.

Sir: Receipt is acknowledged of your letter of December 19, 1914, giving the views of the Red Cross on the proposed advance of $5,000,000 on the Huai River loan.

Pursuant to the suggestion of the Central Committee of the Red Cross, the Department sent a telegram to the American Minister at Peking on December 22, 1914, a paraphrase of which is herewith enclosed for your information, setting forth the views of the Committee on the loan.
