Your July 13. You say instructions have been sent to Gulf port authorities to accept New York exchange in lieu of Mexican gold at current rate of exchange, one for two.

Department does not understand what you mean by one for two, as current rate of exchange is more like one for three. Please explain.

Will not General Carranza arrange that bar and other taxes may be paid in Constitutionalist currency?
