Department’s July 10, my July 5. Have taken matter up with Secretary Finance Villareal, who informs me he has repeated his instructions to customs authorities at Tampico, Tuxpam, and other gulf ports, to accept New York exchange in lieu of Mexican gold at current rate of exchange, one for two. Informed me decree issued in March made export duties, bar, and other port dues payable in Mexican gold. I have informed Consul Miller, Tampico.
Secretary Finance Villareal expects continuing his headquarters in Monterey. General Carranza expected here soon.
