Consul, Tampico, reports that customs authorities are forcing oil companies to pay taxes Mexican gold, or American gold at two for one when exchange is three for one, and that they refuse to accept Carrancista currency bills although these made legal tender by decrees April 1913 and February 1914.
Bring to attention of Carranza and request that orders be given for relief from this manifestly unjust action.
