Complying with your telegraphic instructions February 24, I telegraphed Governor of Colima as follows:
In compliance with instructions from Government, formal protest is hereby made against imposition of war tax on American citizens.
The Governor replied as follows:
Replying to your telegram. This Government does not recognize the right of foreigners to protest against laws of the country that as in this case are not [Page 735] contrary to international rules, therefore please abstain from making unjustifiable protest.

The law requires payment of war tax by March tenth.
