Complying with your telegraphic instructions February 24, I telegraphed Governor of Colima as follows:

In compliance with instructions from Government, formal protest is hereby made against imposition of war tax on American citizens.

The Governor replied as follows:

Replying to your telegram. This Government does not recognize the right of foreigners to protest against laws of the country that as in this case are not contrary to international rules, therefore please abstain from making unjustifiable protest.

The law requires payment of war tax by March tenth.
