Sir: For the information of the Department I
have the honor to transmit herewith a copy of the note which I yesterday
addressed to the Minister for Foreign Affairs of the Provisional
Government of Mexico in compliance with the Department’s telegraphic
instruction No. 201 of April 26

Mr. Minister: Acting under the
instructions of my Government, I have the honor of calling your
excellency’s attention to the fact that the revolutionists forces in
control of certain portions of those States which have revolted
against the Federal Government are levying taxes on mines and other
properties owned by citizens of the United States and that my
Government regards the payment of such taxes by its citizens to such
persons exercising de facto authority as completely relieving its
nationals from further obligation with reference to taxes so
paid.
My Government has further instructed its Consuls resident within the
districts where the above-mentioned insurrectionary forces are in
control that such taxes should be paid under protest and should, in
so far as possible, be made a matter of record in each case.
