Sir: I have the honor to acknowledge the receipt of your telegram, No. 251, of December 23, 4 p.m., stating that the time for revalidating mining titles has been extended to March 31, 1915, by a decree of the administration at Mexico City, but that the regulations and penalties previously imposed have not been revoked, and that you have taken up the matter with Señor Gutierrez, with a view to their modification or abolition.

The Department cordially approves your course in taking up the matter with Señor Gutierrez, and thanks you for your action in the premises.
