Minister Reinsch to the Secretary of State.

Peking, November 2, 1914.

Minister of Agriculture and Commerce, in view of the terrible suffering affecting over a million people which is again visiting Huai River region, has asked me to communicate to you the request of the Chinese Government that the American Red Cross use its good offices towards consummating Huai River loan immediately and making an advance so that work of relief may be begun.
