Sir: Referring to the Department’s telegram No. 297 of October 16th, 6 p.m., relative to validity of mining titles as acquired during the Huerta regime which telegram was transcribed in full to the Foreign Office, I have just received the following note from said office:

Referring to your note No. 360 of the 17th instant, I have the honor to advise you, for the information of the State Department in Washington, that although it is true that titles were issued and that applications were made in accordance with pre-existing laws, yet, all decisions were passed at the caprice of the dictator and, for this reason, such decisions have no legal value. However, the Constitutionalist Government, in equity, and so as to avoid losses to interested persons, issued the rulings covered by Circular No. 1, copy of which is hereto attached.
