Carranza has no objection to the establishing of the wireless communication as requested by you May 8, 9 p.m. He has telegraphed General Gonzalez at Tampico to see if there is any local reason [Page 704] against same. Expects reply today. He has further telegraphed Gonzalez to furnish full and adequate protection to foreigners and has informed him that many American employees will return to take care of oil wells.
