Your May 18. Unnecessary to recall Chang to consider our telegram 13th but suggest Chinese Minister Washington be instructed.

Congress has passed act authorizing leave of absence to Army engineer for service on the board, and, afterward, as chief engineer of Huai River conservancy in service of China.

Red Cross has asked that Sibert, ex-Panama Canal engineer, be given leave and intends to make him chairman of board.
