Urgent instructions sent yesterday to Department’s representative El Paso, Texas, to endeavor to obtain from Constitutionalist authorities agreement in writing to the neutralization of the great oil producing region between Tampico and the Tuxpam River, and also at Ebano and vicinity to the west of Tampico, in which zone are many Mexican, American, British, and other foreign oil producing operations. The wells cannot be shut in and need most constant and careful attention, and if the oil producing tract becomes exhausted it will be a great national calamity. Urgent representations are being made in Mexico City of a similar nature.
