Washington, May 8, 1914.
My Dear Mr. Ambassador: I beg to enclose a copy of a telegram which I have this day despatched to the Brazilian Minister at Mexico concerning the registration of citizens of the United States in Mexico.
As you are aware, by the courtesy of your Government, American interests in the consular districts of Aguascalientes, Guaymas, Mazatlan, Guanajuato, Oaxaca, Puebla, Progreso, Puerto Mexico, San Luis Potosi, and Tuxpam, are in the care of the French consular representatives at those places.
It occurs to me, therefore, that with your customary friendliness and obligingness you will not be averse to requesting the Minister of the French Republic in Mexico by telegraph to instruct the French consular officers in Charge of American interests at the places above mentioned to take, within their respective jurisdictions, action similar to that mentioned in the enclosed telegram, sending to him by mail copies of the publications containing the printed notices, and by telegraph the full names and addresses of Americans who have registered in their offices and the approximate number of those in rural districts who cannot conveniently visit the consular offices for the purpose of registering.
We shall be extremely obliged if, in addition to this, you will further ask the Minister of the French Republic at Mexico City to [Page 685] furnish the information, supplied by the French Consular officers, to you for communication to the Department, and also, should he perceive no objection, informally to the Brazilian Minister at Mexico City in order that he may have a complete record of the Americans in Mexico without loss of time. Any expense incurred in this service, the Department will gladly defray.
