The Secretary of State to Consul Letcher.91

This Department is desirous of learning the names and addresses of all American citizens in Mexico who have not taken its advice to leave that country and remain out until peace is restored therein. The information wanted is for the Department’s guidance in any future action that it may be necessary to take, or information that it may be necessary to give, respecting those citizens.

You will, therefore, make public, through the newspapers within your jurisdiction the following notice:

In order that the whereabouts of Americans remaining in Mexico may be known and for the purpose of informing inquiring friends and relatives, the Government of the United States of America has instructed the Consul to ask all American citizens who for any reason do not deem it advisable to leave Mexico at this time, to register their names and addresses personally or by written communication, at this Consulate with the least possible delay.

After this notice shall have been repeatedly published for one week and the registration of Americans shall have been completed, you will send to the Department by mail copies of the publications containing the printed notices inviting the registration and a list of the Americans who may have registered, with their addresses. Whenever in your judgment there is doubt of the notification so published reaching Americans in your district, you will make free use of the telegraphs and mails and even messengers should the exigencies of the case require.
