In connection with a note received I saw Foreign Office on Huai River project. Foreign Office favors and will propose to Cabinet assumption by China of the cost of supplementary survey.

Speedy sending of engineering board much desired though three engineers considered sufficient.

It has always been kept clear that supervision by American engineer in chief should not in any manner be subject to control of others.
