Consul Miller to the Secretary of State.

American Consulate,
Tampico, April 26, 1914.

Practically all Americans have been brought out of this Consular district. Two thousand have been sent to Galveston. Vast oil properties and interests have been totally abandoned, wells are left running wild, millions of barrels of oil in storage completely at mercy of natives. Other foreign interests safe. Interests abandoned by Americans have valuation of not less than $200,000,000.
