Monterey , May 4, 1914 .

I earnestly recommend the diplomatic representatives at Vera Cruz of friendly nations be requested to take action and prompt measures to bring about the release from prison of Vice Consul Silliman at Saltillo, also Consul Bonney at San Luis Potosi, and take them and their American colonies out of the Federal territory. Both Consuls are understood to still be in prison; also several American citizens.
