The Red Cross requests that the Department supplement its January 27 as follows:

The action taken January 27 on your January 23 was preceded by the following preamble:

The American Red Cross, in the course of expending upwards of $600,000 during the past six years for the relief of sufferers by famine caused by the overflow of the Huai [Page 102] River and its tributaries, became satisfied that it was of the utmost importance to have the repetition of such disasters prevented by permanent conservancy.

The Red Cross accordingly caused a preliminary survey to be made by a competent engineer, with the approval of the Chinese Government.

The preliminary survey is reported as showing the practicability of controlling the floods in the Huai River and its tributaries by suitable conservancy works.
