Consul Moffat to the Secretary of State.

[Telegram—Paraphrase.]

Mr. Moffat reports that Jose Madriz, in a telegram dated 22d to Gen. Estrada, proposes a suspension of hostilities pending the arrival of a committee of honorable persons to discuss an amicable and equitable settlement of the present strife with the revolutionary leaders, meanwhile imploring him not to frustrate his efforts for the peace of Nicaragua; and that Estrada has answered that he is willing to meet [Page 739] the commissioners, but that the revolutionary party will not accept the act of Congress in depositing the power with him—above all, denying its right to treat of the election of a President, and that they see in him the usurper of the rights of the people.
