Ambassador Bacon to the Secretary of State.

Acknowledges department’s April 22 and says that in the absence of convention the Government of France requires same formalities for transit as it does for extradition proper, and that transit application should be made through embassy and be supported by copy of judgment of condemnation when granted; the fugitive to be turned over by the authorities of Luxemburg to French agents at French frontier to be delivered to agents of the United States at the port agreed upon.
