Minister for foreign affairs of Colombia stated verbally to-day and promised to write a note stating it is the desire of Colombia to abandon the present treaties, because it is quite sure that they would be rejected by the Congress, and, further, that it is the desire of Colombia to enter itno negotiations for some other treaty with the United States.

Instruct me as to my reply to the official note.

Colombian minister for foreign affairs also stated verbally that he desired that the new treaty, if our Government be willing to make one be negotiated here.
