The Secretary of State to Minister Calhoun.1

[Telegram—Paraphrase.]

Mr. Knox states that this Government approves the settlement of the Hukuang loan agreement reached at Paris May 23–24, as reported by the American embassy there and by the American group. He says that Mr. Calhoun may join with his British, French, and German colleagues in an identic note formally requesting the Chinese Government without delay to complete loan agreement of June 6, 1909, already initialed by them, as well as subsequent supplemental agreements come to with a view of inclusion of American group, a step which is in accordance with the expressed wishes of the Chinese Government; and that he may remind the foreign office of the promise given by Prince Ching to British and American representatives in October, 1903, and point out that in accepting the present loan agreement this undertaking must henceforth be held to extend to France and Germany as well as to the two countries to whom promise was originally made.
