Mr. Knox refers to the contents of the British note as reported by the above telegram and states that this Government approves the settlement of the Hukuang loan agreement reached at Paris May 23–24 as reported by the American Embassy there and by the American group. Mr. Knox says that the American minister at Peking will be instructed to present to the Wai-wu Pu a formal request in the sense indicated in the above telegram as soon as the department is informed that the other Governments also agree.
