Mr. Wilson informs Mr. Reid that in view of favorable reception by French Government and group of the proposal contained in the department’s telegram of February 8, he will present the substance of that instruction formally to the British Government and urge an early settlement of this question on the basis of the American proposal, which now appears to be acceptable to all the other interests concerned. Mr. Reid is directed to repeat this telegram to the American Embassies at Berlin and Paris for their information.
