Ambassador Bacon to the Secretary of State.

Mr. Bacon states that the foreign office has not yet received a reply from England, but in answer to his specific question said that he might inform his Government that France would be perfectly satisfied to accept proposition to concede to France 100 kilometers Ch’eng-tu extension, England to satisfy them as to subengineer Hankow-Canton, France to have westernmost division of Ch’eng-tu extension.
