Chargé Fletcher to the Secretary of State.

Peking, November 11, 1909.

Mr. Fletcher acknowledges telegram of November 9, and reports that both the Russian minister and the president of the Wai-wu Pu inform him that China has not denounced the agreement of last May, but has officially informed the Russian minister that the treaty rights of the powers will have to be taken into consideration in framing Harbin municipal regulations.
