Sir: I have to acknowledge the receipt of your No. 560 of the 9th ultimo, inclosing a copy of an aide-mémoire, handed to you by the Russian minister for foreign affairs, in which reply is made to certain assumed objections of the American Government to the proposed plan of municipal administration at Harbin and at other cities and towns along the Chinese Eastern Railway.
This aide-mémoire shows a misunderstanding of the views of this Government regarding the matter, which have been briefly restated in a note verbale handed to the Russian chargé d’affaires on the 6th instant. At the same time it seemed advisable to call the attention of the Russian Government to certain broader phases of the question under consideration.
A copy of the note is inclosed for your information.1
