Minister Brown to the Secretary of State.

Tegucigalpa, November 4, 1909.

Says the Honduranean minister for foreign affairs informed him that the Perlas Co.’s launch would be released upon the written request of the legation, but later he was informed that it would be impossible for the Government of Honduras to release the launch, as it was being held at the request of the Government of Nicaragua. States that the only reason given for the refusal to release the vessel is that its possible use by revolutionists would be a violation of the treaty of Washington. Asks instructions.
