Minister Brown to the Secretary of State.
Tegucigalpa, November 1, 1909.
Minister Brown reports regarding a protest received at the legation from the representative of the Perlas Fruit Co., complaining against the detention by the Honduranean Government of the company’s launch, which left Bluefields for Livingston flying the Nicaraguan flag and which was compelled to put into Puerto Cortes for coal. The Government of Honduras says the launch was sent for Nicaraguan revolutionists, although the ship’s papers were regular. Mr. Brown adds that while it is true that a Nicaraguan revolutionist was a passenger on the launch, it would not appear that the Government could base its action on lawful grounds, especially as such action would be a violation of article 2 of the additional convention to the treaty of Washington.
