Mr. Assistant Secretary of State: In the name of the Swiss Federal Council, the President of the Confederation, Mr. Ruchet, has just instructed me to express to the Government of the United [Page 25] States his sincere condolences for the great loss it has just sustained in the death of Mr. John Hay, Secretary of State.
I therefore have the honor to discharge this duty hereby, and to beg you, Mr. Assistant Secretary of State, to be so good as to acquaint President Roosevelt with the share taken in this great mourning by the Swiss Federal Council.
