Sir: I have the honor to call your attention to the protocol, signed at this city on May 24, 1897, between the Secretary of State of the United States and the minister of Chile at this capital, providing that the Government of Chile should, four months from the date thereof, pay to this Department the sum of $3,500 as compensation to the heirs of Patrick Shields, deceased.

I have the honor to express the hope that this agreement will be fulfilled at an early date by your Government.

Copy of the protocol is inclosed.¹
