Sir: I have the honor to call your attention to the protocol, signed at this city on May 24, 1897, between the Secretary of State of the [Page 69] United States and the minister of Chile at this capital, providing that the Government of Chile should, four months from the date thereof, pay to this Department the sum of $3,500 as compensation to the heirs of Patrick Shields, deceased.
I have the honor to express the hope that this agreement will be fulfilled at an early date by your Government.
