Dear Mr. Wu: In reference to your inquiry made this morning on behalf of the Grand Secretary Li Hung Chang, I have the honor to reply that the position and the intention of the United States Government in favor of the territorial and administrative integrity of China are set forth with sufficient clearness in our circular of the 3d of July,¹ that we still hold the same attitude, and that we have ground to believe that similar views are entertained by all the other powers.
