Mr. Seward to Mr. de Zamacona.

Sir: Referring to your note of the 8th of June, in relation to the alleged invasion of Mexican territory by armed men from Texas, and [Page 679] also to the reply of the 24th of the same month, I have now the honor to inform you that a letter, under date of the 19th instant, has been received from the Attorney-General, with a copy of a letter from the United States attorney at Austin, Tex. (to whom instructions in the matter had been sent), in which he states that he will take prompt action, but that much difficulty is presented in regard to the prosecution of those who have violated the law in this connection, from the fact that substantial evidence in support of the same cannot readily be obtained.
