Sir: I have the honor to acknowledge the receipt of the note which you were pleased to address me, with inclosure, under date of yesterday, informing me that the ambassador of Austria-Hungary in England had designated me, according to the stipulation of Article XXIII of the treaty of Washington, of May 8, 1871, as the third commissioner in the commission appointed for the settlement of the questions connected with the fisheries.
