51. Editorial Note

On September 27, 1977, Soviet Foreign Minister Andrei Gromyko returned to Washington from New York, where he was attending the United Nations General Assembly meeting, for an evening meeting with President Jimmy Carter and Secretary of State Cyrus Vance. Gromyko presented Soviet responses to the earlier SALT discussions with the United States, addressing specifically the earlier negotiations pertaining to MIRVed missiles. The memorandum of conversation is printed as Document 184 in Foreign Relations, 1969–1976, volume XXXIII, SALT II, 1972–1980.
