A covering note indicates that this estimate, submitted by the Director of Central Intelligence, was prepared by CIA, and the intelligence organizations of the Departments of State, Defense, the Army, the Navy, the Air Force, and NSA. All members of the USIB concurred with the estimate on September 19, except the representative of the AEC, who abstained on the grounds that the topic was outside his jurisdiction.
