Editorial Note

By an exchange of notes dated December 10 and 18, at Habana, the United States and Cuba concluded an agreement providing for the control of electromagnetic radiations in the event of an attack by a third party upon either of the two countries, which entered into force on the latter date. The notes were transmitted to the Department of State under cover of despatch 1016, from Habana, dated December 21, 1951, not printed (710.5/12–2151).
